Anadolu Selçuklu Devleti içerisinde Moğol etkisi kendini devlet yönetimden dini fetvalara kadar her yerde göstermektedir. Moğolların arzuladığı gibi devleti idare ve sevk eden Anadolu Selçuklu Başveziri Muinuddin Pervane, makamlara yaptığı atamalara liyakati hiçe sayan bir tutum sergilemektedir. İdarenin ehil ellerde olmaması da toplum içerisinde ki birliği ve dirliği bozmaktadır. Anadolu Selçuklularını yok oluşa götüren bu sürecin çözümü için üretilen reçeteler ise ayrı bir çatışmanın merkezidir. Dönemin kanaat önderleri olan ilim sahibi âlimler ve şeyhler ile sivil toplum kuruluşları mahiyetinde ki medreseler, tarikatlar, tekkeler, ahi ocağı gibi kurumlar hazırladıkları reçeteleri kabul ettirme aşamasında çetin tartışmalar geçmektedir. 13.
