While traveling through space in the Ark, the Autobots are ambushed by their enemies, the Decepticons. The battle moves into the Ark itself, leading to a damaging crash on Earth. After millions of years of dormancy, both sides are suddenly awakened and the battle on Earth is about to begin.

After being rescued from a Decepticon attack, Spike and Sparkplug offer their assistance to the Autobots. And the Autobots are going to need it in order to stop the Decepticons from gaining the power to conquer Cybertron.

The Autobots do whatever it takes to prevent the Decepticons from using a recently constructed ship to leave Earth and head for Cybertron.

The Secret Files of Teletraan II were a series of short (1–2 minute) profiles which aired in 1986, after select episodes of the third season of the original Sunbow cartoon series. They included recaps of past events, character and group profiles, and "where are they now" guides, helping to explain the 20-year time gap between seasons 2 and 3 to viewers who had not seen The Transformers: The Movie.

Beginning with a recap of the coming of the Transformers to Earth and the story of Devastator, the OVA then gets its original story underway, as the Autobots are shown to be in the midst of constructing the powerful "Scramble City," overseen by their newest arrival, Ultra Magnus. When the Decepticons learn of this, their combiner robots are deployed to attack, and a battle between them and their Autobot counterparts ensues, focusing on their "Scramble Power" - the interchangeability of the individual limbs - to the extent that at one point, Breakdown of the Stunticons connects to Superion to damage him. At the OVA's conclusion, Scramble City is activated and assumes its robot mode of Metroplex to rout the Decepticons. However, from the ocean depths, the Decepticons' own city, Trypticon, rises.
