The body of a woman is found in the Quebec City harbor. Investigators soon realize that they are not facing a drowning but a murder.

A drug deal gone bad, the body of a young 15-year old boy is discovered on the muddy bank of a river. The killer, thinking the body would be washed away, had not realized how low the water level was.

What begins as a missing persons case becomes a homicide investigation that takes the RCMP from Hope to Hell's Gate. A body with 20 feet of duct tape wrapped around it's head leads detectives from a grow-op to an undercover operation.
